Services & Charges for facilitating Tech-Transfer

The Technology Facilitation Division offers services to industries and organizations for facilitating tech-transfer for pollution control, energy efficiency, process optimization etc. The procedure for availing technology support is as under:

 

Tech-services

1. Submit Application: Prior to submission of application/ request for availing technical services/ guidance, the Industry/organization may discuss the problem statement/ technical gap with the contact person. Subsequently, the interested entity is required to submit application along with requisite fee for availing the services.


2. Visit to Industry/Organization: PSCST team, depending upon the services requested, will carry out preliminary visit to study the existing process, plant operations, etc. for identification of problem statement/ technical gap/ potential of energy savings etc.


3. Preparation of feasibility report: Based on the data/ information collected during visit/ discussions with the industry, a techno-economic feasibility report along with general arrangement drawing/design, technical specification of the proposed tech-solution, recommendations/ suggestions on better operating practices will be prepared.


4. Site visit during implementation: PSCST provides support to the entity during implementation of the tech-solutions and recommendations. The team will make max. 2 visits during implementation. The industry and the executing agency (fabricator/ machinery supplier) can also consult for any issue during fabrication or installation of the equipments, if required.


5. Issuance of completion certificate: PSCST will visit the entity after implementation of recommendations and its commissioning for issuance of completion certificate, as per requirement.

 

Other Services

In addition to above PSCST also undertake need based research/technology demonstration/study work in the field of pollution control, energy efficiency improvements, process optimization, waste minimization etc. for which scope of work, implementation strategy and funds/charges are worked out as per the quantum of work and time line involved.

 

The charges for tech-transfer are approved by the competent authority for various types of industries which are reproduced as under:

 

Terms & Conditions:

1. Goods & Service Tax (GST), as applicable on the date receipt of payment, shall be charged extra.


2.  Technical fee once deposited shall neither be refunded or nor diverted for any other job. It shall remain valid for one year from the date of issuance of feasibility report or otherwise specified.


3. A late fee of Rs.5000/- (+) Service Tax, as applicable; would be levied on the units, who are not able to get the completion certificate within the validity period of one year. This facility can be availed by the units up to maximum of 3 years from the date of issuance of Feasibility Report. After 3 years, it will be treated as a fresh case and full fee along with service tax would be charged.


4. Payment 100% advance in cash or in the form of Cheque/Demand Draft in favour of "Punjab State Council for Science & Technology" payable at Chandigarh or through NEFT/RTGS.


5. The nature of services provided would be advisory. Any deviation of suggested specifications by the Client shall absolve the PSCST of its responsibility to achieve desired results.


6. Sample collection and analysis charges, if any, would be borne by the client.


7. A maximum of three visits shall be undertaken wherever not specified.


8. PSCST shall not be responsible for delays due to non-compliance of certain obligations on the part of the client.


9. All disputes are subject to Chandigarh Jurisdiction.
