Patent Information Centre, Punjab is the Nodal Centre for Intellectual Property Rights (IPR) related services setup at Punjab State Council for Science & Technology by Department of Science and Technology, Govt. of India and Department of Science, Technology & Environment, Govt. of Punjab in the year 1998. PIC-Punjab works towards strengthening IP Ecosystem by promoting and supporting tech-led innovations and augmenting IP Capacity of the innovators of the state. The Centre caters to various IP needs of R & D Professionals, Scientists, Entrepreneurs, Start-ups, Policy makers, Industry & Grass root Innovators. The activities include protecting and managing innovations by providing International patent search facilities to ascertain novelty of inventions and facilitating IPR filing with the technical support from Technology Information Forecasting & Assessment Council -DST-GoI. The centre also strives to create robust innovation culture through patent awareness programs, building capacities, addressing training needs and supporting IPR related policy framework.
India’s first Technology Innovation Support Centre (TISC) has been set up in Patent Information Centre, PSCST under the aegis of WIPO of United Nations through CIPAM, DPIIT, Ministry of Commerce & Industry, Govt. of India. PIC- PSCST became proud member of Global IP Infrastructure and WIPO Knowledge Network based on its credentials, expertise, infrastructure and activity profile. The formal agreement in this regard was signed between Govt. of India and Govt. of Punjab on 13th July, 2017. The Centre was inaugurated jointly by Head, Technology & Innovation Support Division of WIPO; Principal Secretary, Department of Science, Technology & Environment, Govt. of Punjab on 4th December, 2017.
PIC/TISC, PSCST is providing following services to innovators, industry and startups of Punjab:
- Facilitating access to International standard IP facilities to the innovators of the region in terms of database access for ascertaining the novelty & inventiveness
- Filing of Patents, Designs, Trademarks and Copyrights;
- Training & Capacity building & IP Technology Scan Reports
- Information on global inforce/off patent industrial inventions & Government initiatives for promoting innovations & IPRs
- Sharing of Case studies/best practices of other countries
- Experience sharing platform
- Facilitates IP commercialization, technology transfer & licensing.
Achievements:
- Rated as Category 1 Patent Information Centre of the Country by DST, GoI
- Conducted more than 700 Patent Searches
- Facilitated Filing of 72 Patent Applications; out of which 34 Patents have been Granted by Indian Patent Office
- Organized >60 Patent Awareness/Tech Transfer Workshops
- Established 15 IPR Cells in Universities of Punjab.
- Trained 18 Women Scientists under KIRAN-IPR Program of DST, GoI.

PIC, PSCST has setup 15 IPR Cells in various universities of the state to decentralize IP support to academic innovators and streamline IP filing & commercialization processes. The centre facilitated formulation of Institutional IPR policies by 13 Universities in the State.

Procedure for Patent Filing
Academic institution (private or public) / Govt. Departments: Inventors need to undertake Invention assessment by requesting for an International Patent Search on their invention. The same may be obtained from PIC/TISC by the following procedure:
- SUBMIT PATENT ABSTRACT:An inventor needs to submit an abstract describing novelty features of his invention through his head of the institution/nodal officer of IPR cell to PSCST along with prescribed requisite fees in form of cheque/demand draft in favour of "Punjab State Council for Science & Technology" payable at Chandigarh through registered post or by hand. - SEARCH CONDUCTED:PIC-PSCST conducts international patent search based on the submitted abstract and keywords and sends the confidential International Patent Search Report to the inventor (within 30 days of submission) along with a questionnaire form to be filled in by the inventor in case novelty is ascertained by him through registered post.
- FILLING OF QUESTIONARE FORM:Inventor to scrutinize the patent search report and re-submit the filled in questionnaire form and other requisite documents upon establishing novelty of his invention along with request for patent filing through proper channel.
- FORWARD CASES TO PFC-TIFAC,DST-GOI:PIC-PSCST to process the case for patent filing with respect to patentability criteria and other clearances required from inventor's institution(s) & funding agency (if any) and onward submission to PFC-TIFAC, DST-GoI.
- REPRESENTATION OF CASES PIC:represents the cases forwarded for patent filing in the review committee meeting of PFC-TIFAC, DST-GoI. On approval of the committee, the case is allocated to an empaneled law firm for patent drafting & filing.
- INVENTOR-ATTORNEY MEETINGSPIC to co-ordinate inventor-attorney meetings for discussions during patent drafting & filing at Indian Patent Office, New Delhi.
- SUPPORT OF PIC IN PRE & POST FILINGFull support of PIC to inventor in all pre & post filing correspondences regarding the patent (of PFC-TIFAC, Patent Office & Law firms)
- PATENT FILING SERVICES INCLUDING LEGAL, FINANCIAL & TECHNICAL SUPPORT (PATENT DRAFTING, PATENT FILING FEES, ATTORNEY FEES AND
- Patent will be filed in the name of the institution where the inventor is employed or studying
- Inventor to file for his patent prior to publishing /presenting his invention in any form
- Inventor to furnish correct details regarding his invention (inventorship, publishing information, funding information)
